Summary of Interbasin Transfer Certifications

  • Summary of Current Interbasin Transfer Certification Requests
    1. Kerr Lake Regional Water System - The request will be to increase their current grandfathered amount of 10 mgd from the both the Roanoke River basin to the Tar River basin and Fishing Creek River basin to approximately 18 mgd. Scoping for the SEPA documentation is in progress.
    2. City of Wilmington - Staff has determined that the City of Wilmington has a grandfathered capacity of 15 million gallons per day. Wilmington does not expect to reach this level of transfer before 2030.
    3. Greenville Utilities - Greenville Utilities (GUC) plans to apply for an interbasin transfer certificate to transfer from the Tar River Basin to the Neuse and Contentnea River Basins. GUC is planning to increase water sales to Farmville, Greene County, and Winterville, all of which currently are supplied by groundwater wells in the Central Coastal Plain Capacity Use Area (CUA). A motivation for the IBT request is that purchasing water from GUC would help the systems to comply with their CUA permits.
  • Summary of Active Interbasin Transfer Certificates
    1. Cary/Apex/Morrisville/Wake County(for RTP South)
      • The EMC at their July 12, 2001 meeting approved increasing the interbasin basin transfer from 16 mgd to 24 mgd from the Haw River basin to the Neuse River basin, with conditions.
    2. Charlotte-Mecklenburg Utilities
      • The EMC at their March 14, 2002 meeting approved increasing the interbasin basin transfer from 16.1 mgd to 33 mgd from the Catawba River basin to the Rocky River basin, with conditions.
    3. Concord/Kannapolis
      • The EMC at their January 10, 2007 meeting approved an interbasin transfer to the Rocky River basin of up to a maximum of 10 million gallons per day (mgd) from the Catawba River basin and up to a maximum of 10 mgd from the Yadkin River basin.
    4. Piedmont Triad Regional Water Authority (Randleman Lake Project)
      • The EMC at their December 12, 1991 meeting approved an interbasin basin transfer of 30.5 mgd from the Deep River basin to the Haw River and Yadkin River basins, with conditions.
