Charlotte Mecklenburg Utilities (CMU) has an interbasin transfer certificate allowing the transfer of 33 MGD from the Catawba River Basin to the Rocky River Basin. The transfer is based on water withdrawals from Lake Norman and Mountain Island Lake, consumptive use in eastern Mecklenburg County, and discharges to CMU's Mallard Creek Wastewater Treatment Plant and Cabarrus County's Rocky River Regional WWTP.
CMU's original interbasin transfer certificate, issued in 2002, contained a condition prohibiting the transfer of additional IBT water to the Goose Creek Watershed until impacts to the Carolina Heelsplitter were evaluated. In 2013, CMU developed an Environmental Assessment and requested that the EMC remove the special condition. The EMC granted the request and issued a modified certificate in May 2013.
