Charlotte-Mecklenburg Utilities (CMUD) has 33 mgd (maximum day basis) interbasin transfer certificate. The transfer is based on water withdrawals from Lake Norman and Mountain Island Lake in the source basin (Catawba River Basin). The transfer of the water to the receiving
basin (Rocky River Basin) is via consumptive use in eastern Mecklenburg County and existing discharges at Mallard Creek Wastewater Treatment Plant [WWTP] and Water and Sewer Authority of Cabarrus
County's [WSACC] Rocky River Regional (RRR) WWTP. The certificate was approved by the Environmental Management Commission (EMC) on March 14, 2002 with conditions. Condition #3 placed a "…moratorium on
the installation of new interbasin transfer (IBT) water lines…into the Goose Creek subbasin…until the impacts of additional urban growth on the (Carolina heelsplitter) are fully evaluated." The Town of Mint Hill has adopted development ordinances including post-construction stormwater management measures. The Division of Water Quality has proposed a site-specific management plan for Goose Creek including proposed rules for protecting the water quality in Goose Creek. The plan is being reviewed according to the State Environmental Policy Act (SEPA).
Next Action: DENR will develop an environmental assessment to evaluate the impacts of the interbasin transfer on the Carolina Heelsplitter in the Goose Creek watershed. After the document has be reviewed under SEPA, the final EA will be presented to the Water Allocation Committee of the Environmental Management Commission with a recommendation on how to proceed with regards to the IBT certificate condition #3.
