Often people accidentally contribute to surface water pollution by dumping substances down storm drains, not realizing that their actions are harming water sources. The Upper Coastal Plains Council of Governments protected their region's source water by implementing a plan that educated people about the danger of dumping into storm drains. Local schoolchildren designed tiles that were mounted above storm drains and explained how a substance put into the drain could wind up in streams and rivers. The first stage of the project was so successful that the project has been extended to other communities within the region
